Whenever someone has trouble timing a Chevrolet V8 engine, the cause for the problem generally points to a stretched or worn out timing chain & gears.
Make sure that all timing advance mechanisms are disabled. Depending on the age of the vehicle in question it may be as simple as plugging the vacuum line to the distributor, or as difficult as disabling the advance circuit of the engine control unit.
If all advance systems have been disabled and you find it difficult to set the timing accurately, inspect the timing chain for stretch.

To change the timing chain on a Toyota motor, you need to first get a new timing chain. From there, take the old one off. You may have to remove things in the engine to do this. Put the new one on, looping it around.

Yes if the 89 had the same size motor as the 95 the 95 motor will bolt right in. The Chevy 350 did not change from 88 to 95. In 96 it went to the vortec 350 its a little different.
Separate issue, if you need too set the timing following a timing belt change or belt slippage then you have to set the mechnical timing of the motor. Go buy a Chilton or Haynes manual which will tell you where the marks are and you can properly set the timing before starting the motor.
