First thing you need to check for is if the fish's scales are sticking out in a manner that is called pineconing; if this is the case, then the fish has dropsy and needs to be treated.
If it's a constipation issue, then you can feed your fish cooked de-shelled peas for a few days to help clear the constipation.
Do a complete check on your water quality and look particularly for Ammonia (should be zero) and Nitrite (should be zero) and Nitrate (some is expected and will be OK). If there is nothing untoward in your water test results then there may be no problem. Goldfish love to 'Bask' in the sun. If your fish is doing this, it is OK and nothing is wrong. If the fish is having swim bladder problems though, there is no cure and the fish should be netted and euthanased.
The goldfish is probably sick or dead. It may be that it needs fresh, aerated water and a tank cleaning but if that doesn't help you could try taking the fish to a veterinarian if you can find one that will treat fish.

Only place goldfish into an aquarium with other similar sized goldfish. By having a deep enough and wide enough outdoor goldfish pond with a few aquatic plants living in it for your goldfish to hide in, will help them avoid becoming prey to those predators.
