This was part of the Compromise of 1850. It stated that if a slave escaped to the north the northerners were required to turn them in. To enforce this southerners would also pay bounty hunters to the north to retrieve their slaves for them.
It required all citizens to report to the police anyone who looked as though they might be a runaway slave, or risk a heavy fine for keeping quiet.
This inflamed Abolitionist opinion, as well as proving unpopular with many Northern citizens generally.
It is an overstatement that it led to the publication of Uncle Tom's Cabin.

The Compromise of 1850: Runaway slaves were not allowed to have jury trials. Any black person could be sent to the South if anyone claimed to be his or her owner. It is illegal to refuse to aid in the capture of a fugitive slave.
It all began in the Compromise of 1850. To please the North, they admitted California as a free state, but to please the South, they passed the fugitive slave law. The fugitive slave law said that officials in the north had to help the south by trying to catch runaway slaves. Many states disagreed and ignored the governement. They tried to set up governments of their own, and not listen. Some of the states that disagreed, once they set up their governments, said that officials in this state don't have to try to catch runaway slaves. Abraham Lincoln was just a rising political leader. He talked about the fugitive slave law in the north. (Just so you know, Lincoln became president without a single vote from any of the South states)
Basically, if a slave escaped from their masters to a free state or even Canada, their former master could eventually find and capture them. There was no limit on how long this was possible for.
The Fugitive Slave law was passed to help the South join in with the proposed Missouri Compromise. To calm down Southern slave owners, Congress agreed to a law that would make harboring slaves or helping them to escape a federal crime. It passed and Lincoln promised to uphold it. All runaway slaves were had to be returned to their owner. There was a bounty for Northern cooperation, and a penalty for not sending Blacks to the South.
It made northeners capture runaway slaves. Northeners did not like this because if they were caught hiding a slave then they could be sentenced to jail time or even death.
I believe that the Fugitive Slave Act of 1850 stated that any fugitive slave caught ( even if caught in a free territory) should be immediately returned to it's owner.
The fugitive slave law of 1850 was a reminder that crossing state lines in the commission of a crime was a federal offense.
