I believe it is C-3P0 who says the first lines in the film. This is corrobated by George Lucas saying something about Anthony Daniels having nearly the last lines in Revenge of the Sith, and the having the first in A New Hope. This is also confirmed by the script.

C3PO speaks the first words: "Did you hear that? They've shut down the main reactor. We'll be destroyed for sure."

Luke speaks the last words. C3PO, as they're taking R2D2 down from the X-Wing, says, "You must repair him. Sir, if any of my circuits or gears will help, I'll gladly donate them." Then Luke says, "He'll be alright."
