In these stages the water is de-aerated, treated and heated back to the boiler's temperature to prevent thermal shock in the boiler. In short condensing the steam is easier, safer and cheaper than trying to mechanically compress it. **By the way, there are vacuum pumps called "hoggers" or steam powered ejectors, and injectors which could do just what you suggest, but use exorbitant amounts of energy to do so. These are typically used in conjunction with condensers to eject non-condensible gasses from condensers.
