If it goes into a garbage disposal, the disposal needs cleaning. If it goes into a tube in the sink drain, check that for plugs. Is the drain hose open all the way, no kinks?

Recently had a dishwasher installed and now have an upstairs toilet that doesn't want to flush properly a lot of the time the water goes round and round but not down?

Both dishwasher and toilet are sharing the same outlet pipe/drain it is possible when disahwasher is in use it is blocking of the drain somehow so the toilet water has nowhere to go - you need to have a look at the outlet pipe of the toilet and dishwasher the problem lies in a conflict there.

What is the proper way to cap off a drain pipe behind a dishwasher that you no longer use?

if it's plastic pipe you can just buy a glue cap and glue it on. If it's galvanized or cast iron pipe you can use a gym cap, (arubber cap that comes with a hose clamp). Just put that on the pipe and tighten it down firmly. this will prevent any sewer gas from coming out of the drain.
