Clear nights offer the best opportunities to see the stars, but a clear,cloudless night will often be much colder than a night with overcast conditions. This is because the clouds insulate the surface, and reflect energy back. A clear night will allow the surface heat to escape into space more easily and so it will be colder.

The stars shine all year round. But dust in the air can make them look dim by blocking their light. In winter, a lot of dust is stuck in the wet or frozen ground. Then the stars look bright because more starlight reaches your eyes.

Stars only "twinkle" because of atmospheric conditions on Earth. In space, they do not twinkle.

If we could see them during the day, which of course we can't because the sunlight "blocks" them out, they would still twinkle because of the atmosphere.

Cold nights tend to be very clear, as cloud cover makes things a little warmer. So when the night is cold and the sky is very clear, it is much easier to see the stars and they appear to be brighter.
