Yes it does because when its really hot day and the hot air goes to the athmosphere than it comes back as cold air which causes rain and sun at the same time.

I am not sure sunny weather DOES inspire more nostalgia. People do remember the good times they have had in the summer, but a cold winter night or a cool spring rain can inspire nostalgia as well. I know that I will often smell a spring rain and remember back to my childhood days of finding ways to play in the puddles!

However, in the midwestern USA, it's as likely to be sunny in the winter as in the summer.
