Older Computer Monitors are based on a cathode ray tube, hence the name CRT monitors. Most CRT computer monitors have a VGA input or a VGA compatible input.
Many years ago, computer monitors used display standards such as CGA, EGA and Hercules. All were digital interfaces with restricted color depth. CGA was limited to 16 colors, EGA had 64 and Hercules was a monochrome image limited to black, white and bright white. The connection to the monitor was a 9 pin D connector, the same size as a VGA 15 pin but with fewer pins. If any of these monitors survive, they will not take a VGA signal. Any monitor with a VGA 15 pin connector is very likely to accept VGA signals but be warned that they are normally limited to lower resolutions than modern LCD displays.
Input, Storage, Processing, and Output.
The function of a computer monitor is to display the results of processed data from the CPU. Touch screen monitors are both input and output devices.
Touch-screen monitors.
A computer's keyboard is an example of an input device, in that it puts data into a computer when the keys are pressed. An output device example is the monitor or screen that can show visually the data as it is typed.
A monitor is the "gateway" to your computer. It is the output of your computer. E.g. a mathematical formula has an input, an output and an algorithm. The keyboard & mouse is the input, the computer is the algorithm, and the monitor is the output.
A monitor is a screen on which you see images created by a computer. A keyboard is a device for instructing a computer or inputting data to a computer by depressing marked keys in a pattern that conveys information. So a monitor is an output device and a keyboard is an input device.

A computer screen is only an input device if it works with Touch Screen Technology else its output only
Touch screen
A normal computer monitor is simply an output device; it takes no input from the user. A touchscreen monitor, on the other hand, is both an input and an output device.
Touch-screen monitors.
A (n) touch screen is a monitor element that has both an input and an output device. Touch screen : A display screen with a transparent touch-sensitive covering that allows a user to select input by touching the screen rather than using a keyboard or a mouse. a touch screen does triple-duty as an output device, a display, and an input device.
