A CT scan can often detect evidence of a growth or tumor. If cancer is suspected, a biopsy is usually performed to determine whether the growth is malignant or benign. (I know this because my son, currently in remission from cancer, has had multiple CT scans to look for regrowth of his original tumor. I was told that if a regrowth occured, a biopsy would be done.)

Yes but there are many factors. If it is a new stroke, the CT scan is usually done first to look for bleeding caused by the stroke. (new strokes may not be seen for the first 24 to 48 hours on CT scan but any bleeding from the stroke can be seen immediately) If there is bleeding the hospital will change what they normally do to help minimize the stroke effects. If it is an old stroke, there are other tests the doctor may do to see changes caused by the stroke.
