Technically no; an Electronic Travel Authorization in addition to your US passport is sufficient (and significantly cheaper, at $20 AUS vs. $130 AUS for a visa).

However, you do have to have either the ETA or a visa. The passport alone is NOT sufficient.

Yes. Well, sort of. It's actually a little more complicated than that.

US citizens must have both a valid passport (from the US government) and authorization (from the Australian government) in order to enter Australia.

The authorization could take the form of a visa. But you probably don't want one, because it's significantly less expensive to get an Electronic Travel Authorization instead ($130 AUS for a visa vs. $20 AUS for the ETA).

No. You need a passport if you just plan on going on a short 90-day vacation. However, to remain their longer, you need a visa.
