A Chromebook runs Google Chrome OS. It cannot be purchased with Windows. It uses the Linux kernel, and the Google Chrome web browser with an integrated media player.

It is designed to be used while connected to the internet and support applications that reside on the Web, rather than traditional PC applications like Microsoft Office and Photoshop that are installed on the machine itself.

You might(?) read about someone who has installed Win 8 on a Chromebook, buy you're most likely hearing about someone who is using a remote desktop (which will also assess Mac & Linus systems). The Chrome Store has VNC clients for connecting traditional VNC servers. Chrome has Google-built remote desktop features that can be uses to access your desktop PC from a Chromebook or to remotely run Windows applications.

To actually install Windows on a Chromebook, you have to hack it's BIOS settings, which is very difficult. You open your Chromebook, removing all the screws on the bottom and then wrap electrical tape around the BIOS to stop the protection activity, allowing you to hack the BIOS. Then, you remove boot loader settings by hitting F4 and change the sequence.

Then you flash the BIOS.

Then you can install Windows 8. You will not be able to use a CD or DVD ROM drive since Chromebooks can't access one, not even an external one - you'll have to install it from a flash drive.

Windows requires an Intel 80x86 architecture microprocessor.

Chromebooks are built with an ARM or Atom architecture microprocessor.

They are completely incompatible and programs (including operating systems) built for one will not run on the other!
