You may be looking at a device that looks like a cigar lighter outlet, that is really just a 12v power outlet, to charge a cell phone in the car or power any 12v. appliance . That is what I have in a 1992 acclaim. It is nearly down to the floor above the tranny hump.

The OBDII connection is located under the ashtray in the center console, plull out the ashtray and lift the flap of rubber.
The OBDII diagnostic port is located under the ashtray. Remove the plastic panel under the ashtray and viola.... the OBD II port
The OBD II connector is under the ashtray. Remove the ashtray and slide the plastic cover to the left and the connector will be visible.

I think you mean the OBD-II port, and it should be behind the ashtray. If not, then under the steering wheel would be my next guess, but I'd start by looking behind the ashtray.

Take out the ashtray. Reach up above the metal frame that holds the ashtray. Feel around as the Turn signal flasher will be floating around, not attached to anything except it's own plug. You can pull it out through the ashtray opening and change it there. In the fuse box under the left side of the dash.
The ashtray light on a Chevy pickup has a replaceable bulb. depending on the model the bulb could be a plug in or screw in type.
