Definitely, if you are only doing a short stop over i.e. 72 hours it is possible to get a short term visit visa if you fly via Emirates (Jhb or CT) to Dubai.
If you intend to stay longer you can arrange one through a travel agent or have it sponsored by the hotel that you will be staying at.
If you intend to visit and look for work I suggest that you get a visa through the UAE consulate in Pretoria, at the same time have your educational qualifications attested as you will need present them to the Department of Labour in order to secure a Labour Card once you have found a suitable employer.
