It depends, if you are not changing the existing structure substantially (as in adding a room) you will not need one. If you are going to add a room, or will need to reroute existing lines (sewer gas etc) then yes you will need some sort of permit, likely more than one. If you add any new electric,Plumbing etc, you will need inspections for those as well.

Sorry, I know it is a hassle, but that is the city of Tulsa for you.

The city has a permitting center that is VERY helpful, and a website that will allow you to review the codes for yourself. In the codes you will find a list of exemptions. It really does not seem to make sense which items they chose for exemption but those are the rules. If you Google, the city of Tulsa permitting center, then follow the link on the page for the codes and ordinances, it will give you a pdf page. If you scroll down in the first few pages there are all sorts of amendments, and one of the amendments is the amendments to the IBC which is the system of codes adopted by Tulsa. The IBC is the International Building Code, and it is basically made my Engineers and Tradesman, and so what do you think they think is the safest way of doing things...(protecting their own interest?) Require that EVERYTHING be permitted and done by licensed professionals. SURPRISING ISN'T IT. So it is not that Tulsa says that everything needs a permit, but rather by the default of accepting the recommendations of the IBC and a few other code establishing organizations you therefore have a lock down on any work being done.

Almost always. It depends on local rules and regulations, but there are few locations that don't have them. If you are residing under HOA management then you cannot remodel your house without asking their permissions.
