Well there are warnings if there are earthquakes coming but not by humans by animals. Animals have very sharp senses, so if there was danger your animals will act crazy so you should keep an eye on your animals. Also i recommend you to have a pet. (NOT A LAZY ONE!)
It is not possible to predict an earthquake yet. But many scientists believe animals can predict earthquakes. Before the 2004 earthquake (that trigged the massive tsunamis) reports of elephants becoming restless and running to high ground came about, and pets refusing to go outside, etc.
If a major earthquake happens, aftershocks can occur for months, but still scientists cannot predict when or how strong or even where the exact location of the aftershock will be.

there were many warnings about mount St.Helen if they had an earthquake it would trigger the volcano to erupt causing the people to know if it will erupt or not
many people heard the warnings on the news or they didnt know what was coming next
New Zealand suffered a 7.1 magnitude earthquake on September 4th 2010
An oceanic earthquake works almost similar to any earthquake on land. In an underwater earthquake, the seafloor moves, causing vibrations in the ground and shockwaves. When near land, these tremors can be felt. Depending on the magnitude and the type of plate boundary (convergent, transform or divergent), it can cause tsunamis.

Warnings on TVs tell people to get out of the building their in.

Yes. If there is an earthquake that might have triggered a tsunami warnings are issued for areas it might impact.
The Chile earthquake gave tsunami warnings and destroyed an entire city, which killed over 300 people in total. It had a great impact on the earth's surface; by destroying it.

It is not possible to issue warnings about earthquakes at present as they cannot be predicted with current knowledge. It is hoped that in the future, warnings will be able to be issued for some types of earthquakes that have foreshocks (smaller earthquakes that happen before the major quake). There is no mention of foreshocks for the Gisborne 2007 quake on the Geonet website. There were aftershocks. See the related links.
