Some do and some don't. It will depend on whether they retired or resign from the service, whether they were discharged on medical. All veterans can apply for services at the hospital. In some cases they will be eligible. They should apply at the Department of Veterans' Affairs for their ID card and their level of eligibility.

Are there benefits for widows of veterans of the Korean conflict?

The widow's of veterans have few extra or new benefits. If their spouse had retired with benefits, they would continue to receive the ability to access military health care and shop on military bases, as well as receive some portion of their spouses' retirement pay. Otherwise there is little to assist a veteran's widow. My mother lost her health benefits pre 1982. I took her to a Navy hospital for a surgery. The surgeon told me, after surgury, that congress had cut widows health benefits. Soon after she received a new military ID, On the back it said "Benifits No" Widow WWII Vet

Did Obama ask to reduce medical help to military?

No, he did not. There are several plans for reducing spending that congress is being asked to consider; one will involve cuts to the Pentagon's budget, but neither plan asks to reduce medical help. In fact, President Obama has asked for increases to medical help for veterans and improvements at the Veterans Administration hospitals. There was an internet myth in 2009 that claimed the president felt that the veterans did not deserve health benefits, but it was based on fake quotes. The president never said any such thing.
