Besides during breeding, I don't think manta rays really bite. They capture food through their gills so they don't need to bite anything to eat. As far as teeth go, manta ray teeth are referred to as vestigial which basically means they are almost useless so I would say that I manta bite would not be that painful, no. Most mantas are not aggressive towards humans. We are a curiosity to them but they don't see us as a threat.
