Probably because of the 'easy pickings' ! Ravens are carnivores - and there are thousands of pigeons in London. The ravens simply feed on the pigeons. This depends on the structure of the body of water. If the body of water was extremely deep, but not very wide, I don't see this being a problem for ravens.
