That's an interesting question. I would say that almost anyplace on earth is disaster prone in some way. And even if you know that a disaster could happen, I don't think that people always have the resources to do something about it. Poor people have to live in trailers, shacks, cardboard boxes, or even exposed to the weather sometimes. If you were born at the base of an active volcano, do you always have the freedom to escape? Where is your family, and how likely do any of us ever think it is that a big disaster is going to come and destroy this place and not another? I think anyone experiencing a disaster deserves our sympathy. It's pretty heartless to stand back and say "you deserve your suffering" ... to anyone, no matter what they've done, or what choices they have made. We all make mistakes and choose bad things sometimes. We should feel compassion for people who are in disasters, because we ourselves will be in disasters of some sort in our lives, no matter how much we try to avoid it. Sickness, death, addiction, loss of employment... tragedy of whatever sort can be a disaster... and sometimes they are a result of things that we chose. If we expect compassion for our tragedies, we should show compassion for others' tragedies.
