Some people do. Most European countries have people who speak English. Mainly because of the internet. Most websites and e-mails are in English.

Young Romanians tend to spend a lot of time on the Internet and watching Hollywood films, so they know mainly American English. However, the English language taught in school is British English (this affects mainly the spelling of the words, rather than their pronunciation, which is clearly infulenced by films).

Most places in Romania that are popular with tourists and the larger hotels have some people who speak English quite well.

Many Romanians are able to speek English, but the national language is Romanian and not everyone will speak English.

In major hotels you will find that the staff at the Reception Desk often speaks English. However, in small hotels, especially in smaller towns they may not. German is sometimes more useful than English in Romania. Also the French language is very important in Romania.
