Really, it depends on the institution. For example, at one university in London (SOAS), they award their Political Sciences degrees, an MSc, and their Arts degrees, an MA. However, at another London Uni (King's College), all of their Political Science degrees are classifed as an MA. And, Edinburgh University offers an MSc in Cultural Studies; a topis widely considered one of the arts. Theoretically, and MA = Master of Arts, and an MSc = Master of Sciences/Social Sciences. However, the reality depends on the department and the institution in which you carry out the course.

They are the same; the abbreviation is just different. Within the United States the MS or M.S. is most common. Within the UK, other European countries, India, as well as other commonwealth countries the M.Sc or MSc is most common. It still means the same thing; A Master in Science.
