Both showed a high level of Greek culture. Athens extended this when it established an empire by subjecting its allies of the Persian War, and milked them of money which it used to pay for its own aggrandisement. With this money, it was able to attract scholars, cultural practitioners and performers and artisans from other cities - especially from Ionia in Asia Minor which produced the leading proponents of science and culture.
