Bush signed into law the Energy Policy Act of 2005, which in part changed the dates on which those US states which choose to participate in Daylight Saving Time must begin and end it. Effective in 2007, the beginning of Daylight Saving Time was changed from the 1st Sunday of April to the 2nd Sunday of March, and the end was changed from the last Sunday of October to the first Sunday of November.
