However, many of the ideas (including the core principles of enforced enrollment and portable insurance) found in the Affordable Care Act were first implemented into law during Romney's term as governor of Massachusetts. He did not, however, originate these ideas, most of which come from several mid-1990s Republican think-tanks, and the actual law passed in Massachusetts was by a Democrat-controlled legislature (though, Romney signed it into law).
