The "circumstances" that make Jerusalem such a burden for all the nations of the world, today, is that "armed camp of Jews" in the Middle East, to which the world errantly refers as the "State of Israel." A nation that so many nations of the world seem to hate for one reason or another above all others.
"State of Judah" [SOJ] would be a more accurate name. But the world has always been ignorant of the distinction between "Israel" and "Judah" [the Jews]. Which is a study unto itself.
This prophecy, of course, is speaking of the time frame of Jesus' return to establish the Kingdom of God on earth. So, while the nations of the earth are and have been totally "intoxicated" with any and all events that occur in and around Jerusalem for many decades, now... this prophecy hasn't completely come to fruition, yet.
