This is an opinion. No one can actually know how people over 200 years ago felt. Their words and writing must also taken into context for the times. There is more evidence to the contrary of this opinion than to support it. If you can listen past the rhetoric of today's lawmakers you will find many of them elitist.
The study of communication wasn't conceived until the early to mid 1900s. Aristotle believed that rhetoric was more of an essential to lawyers and politicians in order to achieve a successful democracy. Rhetoric is more of a sub-discipline of communication if anything.
