Well, steel has great tensile strength: you can pull on it with thousands of pounds of force without breaking it. But if you push on steel, it has little strength, and it will crumple.

Concrete is just the reverse: It has little tensile strength, but a great amount of compressive strength, that is, you can push on it extremely hard and it won't break.

So, how do they complement each other? You place concrete to form walls, columns, floors, and so on, but you put a lot of steel bars in it before placing the concrete. This way you have a structure that is strong in tension (the steel) and strong in compression (the concrete).
