Babies born after 22 weeks have a great chance of surviving, the earliest baby to survive in the UK was 21 weeks.

So nearly all baby's that are born at 31 weeks live, although there is that small percentage that don't but this is unlikely if the pregnancy has been fine and healthy all through the rest of the pregnancy.

I had a baby girl and she was born at 31 weeks and is absolutely fine although she did only weigh 3oz 8. and had to stay in neonatal unit for 3 weeks (just to gain weight)

I hope this answered you question thanks

Absolutely. After 7th month onwards the baby is just growing inside the womb and does not really lack any critical organ development.
