Computer Monitors normally have a VGA connector in which the signal has red, green, blue, horozontal and vertical sync signals. TV signals normally have a single signal cable or might have red, green and blue with a combined H and V sync that the PC monitor won't recognise.
Broadcast display frequencies are often lower than a PC monitor can accept. In Europe, TV frame rate is 50Hz and almost no PC monitor can scan at that frequency.
Finally, the persistance of the phospher (the screen coating) is much longer on computer monitors than standard TVs. There tends to be a trail behind moving objects as the image takes time to fade.
