Yes, but the scope of your work would be very limited. There are methods for producing images photographically that do not require a camera per se, but would require a setup that performed many of the same functions. For example, you could arrange objects on photographic paper, then expose and develop the paper to show the shadows left by the objects. But all of this would have to happen in the darkroom (compare "Camera Obscura") so perhaps you are back to using a camera after all, after a fashion.
