Did you know that household AC power mains voltages in USA, Canada and other countries which use similar 60 Hz AC supplies, get 240 volts into the main breaker panel? And that the house's normal 120 Volts circuits come off that 240 Volt breaker panel, as well as any 240 Volt circuits for dryers, kitchen ranges, etc.

So, IF a battery charger has "240 Volts" on its label or rating plate AND it was designed for use in USA, Canada and other countries which use similar 60 Hz AC supplies, it should work fine.

However, IF the battery charger was designed for use on 220-240 Volts in the UK, or other countries which use similar 50 Hz AC supplies, then it may not be safe to use in USA, Canada or other countries that use similar 60 Hz AC supplies.

Yes it is safe. 110 and 120 volts are the same thing here in the United States. 110 volts is use when referring to motors and 120 volts is used when referring to lighting. The both are power off the same grid and typically the voltage reading is actually 120 volts.

Not without using a step up transformer to change the 120 volts to 240 volts.

A manufacturer's product is made for the country in which it is distributed. By taking equipment from one country to another will require the owner of the equipment to satisfy the needs of the equipment in question.

Some adapters are made to change voltages, which are in fact portable Transformers, to allow travelers to utilize the visited country's voltage supply.

Check the wattage of your equipment and buy the appropiate adapter to make your equipment operate on different voltages.

No it is not safe. Equipment labeled for a specific voltage must be operated on that voltage. The proper way to operate a 110 volt device is to use a transformer. You apply the 240 volts on the primary side of the transformer and use the 110 volts off of the secondary side of the transformer. To size the transformer use the wattage of the 110 volt device. To find this multiply the 110 volts times the amperage of the device. This will give you the watts. Watts and volt/amps are, for all intents and purposes, equal to the same value. The VA or KVA of the transformer is the terminology to use when ordering a transformer for your 110 volt device.
