Yes, the voltage ratings on electrical equipment are the responsibility of the manufacturer. The manufacturer uses the highest end of the scale so that it encompasses the the highest variation in voltage in that voltage category. Usually you will see equipment with the ratings stated at 130/250 volts. This means that any voltage up to and including the stipulated voltage rating can be used to connect to their equipment.
