Generally you can freeze any meat that hasn't been previously frozen (freezing twice destroys the cell structure resulting in pour texture and flavor.) Vacuum packing simple removes any air from inside the package, which generally allows meat to keep for longer. If you plan to freeze meat, it is best to leave it in the vacuum pack, but not necessary. Re-wrap meat in a freezer bag and remove as much air as possible before sealing.

No. Not unless it was shelf stable without the vacuum packaging. You cannot put raw hamburger or a cooked steak into vacuum packaging and not refrigerate it. The vacuum might discourage some bacteria, but others - like Clostridium botulinum - love to grow and form toxins under anaerobic conditions.

If you have a sharp enough knife, sure. It will probably be extremely difficult to cut beef while it was frozen with your household knives.
