ADDED: The law governing this can be different in different states. Generally speaking, if you are on the same roadway and proceeding in the same direction as the bus you MUST stop.

The difference becomes if you are proceeding in the opposite direction.

If the roadway is NOT divided by a physical barrier or median, you MAY proceed with caution. If the road is NOT divided you, too, must stop. Check with the state DMV regulations of your particular state.

Tricky situation. The yellow light on a school bus has the meaning as at the traffic light. Iy is indication, better yet, warning that the light will change to red. It is just like you push the yellow light to make it across the intersection. I would slow down and let the bus to come to a stop and then proceed.
