If you are asking if you can cover a domestic partner on your policy the answer is it depends on the state regulations, the selection of that option if it is not mandatory and the definition for qualifying.
If the question is more general and not about adding to your policy, you can choose to pay for anyone's health insurance you want to if a carrier will offer the coverage.
