Needs remote starter installed
The new Chevy Volt has a remote starter, as do the newest models of Subaru, Lexus, and Acura cars. It is also possible to have a remote starter installed into the car of your choice, even if it does not come with the factory option.

The remote starter was not installed correctly. The car thinks there is a breach of security because the remote is not sending the correct signal, or else it is one of the models where the car needs to "see" the ignition key.
