Although, once you get the Kanto radio card, you can play the hoenn and sinnoh sound to find some Pokemon from those generations.Transfer Kyogre and Groudon from a GBA game to Soul Silver. (It says how to do this in the Soul Silver manual.) Put them in your party, and you'll have the chance to capture Raquaza. If you capture him, then you can go. Hope I helped! :)
