Yes, they can in most cases. However, it does hurt a lot more. This is because they have to dig under the skin. It is slightly uncomfertable and hurts for about a minute but that's all. Its worth it.

absolutely some of my friends have it. they just pierce the actual belly button and not the skin on top of it like most belly piercings

Of course! All you have to do is pinch the skin. Get it done pro! My friends older sister got it done and she said it hurt really bad, so be aware! I hope you don't have a lot of pain.
