You can indeed! This is because other contributors can see your inappropriate answers. It makes absolutely no difference whose question you are answering inappropriately.
Everyone receives the questions on WikiAnswers. When you put your question on the site, anyone who visits the site can see it. A wiki is a user editable site, so most who see your question can answer it. Those who are blocked from answering questions cannot do so, of course.

Have you tried answering unanswered questions? The only reason that I can think of that you wouldn't be able to answer unanswered ones is that you were blocked. You might want to try writing to support and seeing if they can tell you what the status of your account is.
Cyberbullying questions will get you blocked quickly and most times without warning, nonsense questions, and inappropriate questions.

Vandalism is considered abusing your privileges as a contributor which includes using WA as a place for communication between friends on your message boards, asking inappropriate questions, answering with inappropriate questions (this includes sexual, offensive, and sarcasm), asking/answering questions about illegal activities etc. Basically anything that would lower the quality of the site from contributions, that user can be blocked or banned from Wikianswers by a Supervisor. Yes, anybody can ask questions and answer questions on WikiAnswers. Some people, who have repeatedly disobeyed the rules of the site, are blocked form the site. They had a chance to post, but abused it by doing something like constantly posting inappropriate questions, or intentionally answering things wrong. You can ASK anything on WikiAnswers, but we might not answer it. In fact, we have a whole list of things we won't answer. Among them are illegal activities, porn and hentai questions, celebrity naked anatomy requests, or test cheats. You can't do some stuff here like cyberbullying or swearing. These activities can get you blocked. Read the help section and have fun!
If a user on WikiAnswers is violating the TOS, they can be blocked by a supervisor from making edits to questions. In more extreme TOS violations, users may have their accounts deleted or deactivated. In extremely rare cases, users can be blocked from accessing WikiAnswers entirely.
It does let you ask and post questions, unless you said or did something wrong and got blocked for posting question.
I am assuming you are metaphorically asking what questions need to be removed from WikiAnswers. WikiAnswers is trying to become a PG-13 site. Any swearing/profanity, hacking or bypassing blocked sites, illegal activities, cyberbullying and other inappropriate questions and answers are removed. Nonsense questions, questions with not enough information provided and questions that add no value to WikiAnswers are also removed.
It could be that you've been blocked because of inappropriate behavior while on WikiAnswers (whether questions or answers).
