I have a vehicle which had a recall for clock spring trouble. There were no mechanical issues which disrupted the vehicles performance while driving. However, the air bag light stayed on until the repair was done. This apparently means the air bag was not functioning as designed. So the problem is one of safety in a collision event where airbags would be deployed.
When many of the integrated "features" begin to fail. Such as airbags, seatbelts, etc. etc.
you cannot drive the car if the airbag is deployed, its pretty expensive to have them fixed
Possibly make it extremely slow, *cough* *cough* Prius *cough* *cough* Smartcar. The smartcar isn't really safe but it's slow. Or you could make an extremely cushy interior I guess.

They need replacing when they wear out. They could wear out at 23,000 miles if you drive hard with lots of stops or ride the brake with your foot. It is not normal for them to need replacing that quickly but it all depends on how you drive.
