These type of stains contain dark pigments which adhere to surfaces. To best remove these types of stains, a surfactant based cleaner should be used. This type of cleaner will allow the stain to become permeated by the water used when mixed with the cleaner. When a stain becomes water soluble, it loses it's adherence and can then be flushed away from the surface. The acidic base of vinegar can not do this because it is unable to make a stain water soluble. Therefore, it will only break down the outermost areas of the stain and be unable to break the immediate stain away from the surface it has adhered to.
