In many countries the title president is self bestowed, after a military coup for instance, and there is no legal recourse for impeachment. In the others there is a rule or law to follow to impeach a president

Despite what would seem an obvious yes to your question, high crimes and misdemeanors is actually rather vague. Congress's interpretation of this power is questioned the most in the impeachment of Andrew Johnson. Andrew Johnson was impeached for violating the Tenure of Office Act, which was a new law passed by Republicans to keep a super majority.

"Impeached" just means accused or brought to account at a tribunal; it's the term we use when the accused is a public official. Of course he can be accused.
