I have been looking up the same question except im in Florida. It seems to me that as long as it is ok with your home state and the state you are passing through then it is ok. BUT that means that you have check the DMV of every state you are passing through to see if you can do it or not.

UNLESS the 'learners' permit is stamped "Valid in GA only" - if you are in full compliance with applicable GA law regarding operating on a 'learners' permit (i.e.- age - licensed driver accompanying you - etc) you should have no problem in FL.

Once issued a Class CP Instructional Permit, you may operate any Class C vehicle when accompanied by a person at least 21 years of age who is licensed to drive a Class C vehicle, who is fit and capable of exercising control over the vehicle, and who is occupying a seat beside the driver.
