No - although hands (and any other form of skin-to-skin contact) can certainly be a route of transmission / infection, the types of human papillomavirus (HPV)that cause genital warts are very different to the ones that cause warts elsewhere on the body. There are over 100 different types of HPV.

No; while there are over 100 strains of human papillomavirus (HPV), the two prolific strains most commonly transmitted are HPV-6 and HPV-11 (Though there are a great number of others).

They are not known to be trasmitted to other areas (hands, feet). Strains of condylomata acuminatum (warts) seem to be strictly confined to either genitalia and the mouth or the rest of the body.

Hand warts (verruca vulgaris) can grow anywhere on the hands, but usually occur where skin has been damaged in some way (e.g. picking or nail biting). This is a rough horny lesion varying in size from 1 mm-2cm in diameter.

Hand warts won't cause genital warts. The subtypes are different. Warts on your hand are not genital warts and will not infect the genital area.

A mole that is the same color as surrounding skin may be mistaken for a genital wart on clinical exam. A biopsy can differentiate them if needed.

No, plantar warts cannot cause a positive pap smear. For HPV to show up on a pap smear you would have had to be exposed to it during intercourse. Also you can be positive for HPV on pap smear and not have "warts". There are many different strains of HPV and some of them do not cause warts.
