It's really hard to say, but its highly likely that it may not grow back. Of course it depends on the nature and severity of the injury itself. If the hoof is cut clean off, then its likely it won't; but if only a part of it is missing and the calf is still quite young, it's possible, but still unlikely.
If it's just broken and not broken off completely, likely yes. If the latter, chances are it may not grow back.
