A housewife without the number of work credits that would allow her to collect Social Security on her own would need to wait for her husband to begin collecting SS in order to apply for the spousal benefit.

Yes. One spouse can work while the other collects social security. However, if one is on medicare and the other is under 65, the medicare does not cover the one under 65.
