The Mobile Equipment ID (MEID) number for a cell phone is used for the exact same reason that the Electronic Serial Number (ESN) was used: identification and verification. When one makes a phone call via a cell phone, the network needs to verify that the call is being transferred to the number dialed (for billing purposes if nothing else). However, the ESN was only 32 bit, allowing for only 232 (4 billion or so) different ID numbers, and believe it or not, those 4 billion numbers are used up. An MEID number is 56 bit, allowing for 256 (roughly 72 quadrillion) unique identification numbers to be used. There may be a lot of cell phones and other mobile devices out there, but there's far less than 72 quadrillion.
