Of course. But, you'd better be prepared to back your claim. If you file such a complaint, and your commander is able to present a counseling packet laden with negative counseling in order to defend themselves against allegations that they've kept you from promoted due to racism, it's going to come down to your word against theirs, and you're going to need more than just your word alone to counter that.
