There are a couple of meanings for "sage" so I will address the most obvious.

Sage, the plant, can not do magic on it's own, however as a component in a magic spell sage can be very powerful.

Sage, the person, in a pagan group is someone, usually a male, who has been studying and practicing magic for many years and has achieve "sage-hood" usually around the time that people retire from their mundane workplaces. (approx. 65 years old) Sages usually continue to learn and practice their magics their entire lives, so, yes, sages can and do do magic.
